Common Areas

Willow Wood Villas common property is divided up into two types of areas.  “Common Elements” means all portions of the property except the Units, including the Limited Common Elements.  Examples include the land, parking areas, driveways, roofs, public utility lines and sidewalks.  “Limited Common Elements” means a portion of the Common Elements reserved for the use of a certain Unit or Units to the exclusion of other Units.  Examples include decks, concrete stairs, windows, skylights and brick planter boxes.

Residents are responsible for most Limited Common Elements such as their decks, windows, skylights, doors, garage doors, etc.  The Association is responsible for some Limited Common Elements such as concrete stairs, courtyard pillars, planter boxes, and all other Common Elements.  (Residents may have plants of their choosing in their planter boxes so long as they are not disruptive to the aesthetics of the complex.  Hostas are always a nice choice.)  Please refer to the By-laws and Rules and Regulations for more information on Common/Limited Common Elements.

Post and Carriage Light Bulbs

Post lights (the lights on courtyard pillars, for example) are considered Common Elements, and are the responsibility of the Board.  Carriage lights (the lights on building walls near decks controlled by light switches inside the home) are considered Limited Common Elements and are the responsibility of the homeowner.

All post and carriage lights must be either a 40 watt regular bulb, a 40 watt equivalent CFL, or, preferably, an LED bulb.  The Board recommends and uses a Philips 429381 10.5-watt (60-watt equivalent) 800 Lumens 3000K A19 LED Household Light Bulb, Bright White.  They are more expensive than regular bulbs but rapidly pay for themselves saving over an estimated $25 in energy costs over a year, lasting up to 20,000 hours.

Decks

As Limited Common Elements, any revision or replacement must be approved by the Board.  Dimensional, aesthetic, or structural changes to decks are discouraged, and must be approved by the Board in writing.  The color of any treated wood must be consistent with the deck material in the rest of the complex.  All decks must meet Building Code Requirements, permits are required, and all work must be done by licensed and bonded contractors.

Doors, Address Plates and Windows

Windows, screen doors, front doors, garage doors and address plates must match others in the complex as to their appearance, materials and design, and must meet the approval of the Board.  For example, address plates must be dark brown and gold/brass and be mounted centrally on the main door.  “Lawn style” address plaques are considered signs and are not allowed.  Please note that drilling into masonry for signs or any other reason is strictly forbidden.  The association will be working on replacing several address plates this coming year.

Window Dressings

While there are no rules per se for window dressings, we kindly request that they be neutral, off-white, beige, or brown drapes or blinds to lend a consistent look to the community.  Windows on garages are included in this request.
